Don’t Dump On Us: Illegal Dumping Enforcement and Prevention
The Zero Waste and Litter Cabinet has taken a holistic view in tackling the illegal dumping problem in Philadelphia by working with criminal justice partners, City departments, and City Council. We understand that although illegal dumpers need to be held accountable through the criminal justice process, we will not arrest our way out of this problem. That is why we have focused on a broader process of addressing illegal dumping and have made the following strides so far:
Increased illegal dumping fines
Imposed seizure of vehicles involved in illegal dumping crimes
Increased and streamlined illegal dumping cases in the court system
Created a formalized environmental crimes unit within the Philadelphia Police Department
Coordinated and improved illegal dumping surveillance
Worked with Councilman Clarke and Licenses and Inspections (L&I) to require construction and demolition hauler information and disposal receipts on all L&I construction, demolition, and alterations permits
Worked with Councilwoman Sanchez and L&I to create a tire dealer business license to improve tire regulation and enforcement
Launched Neighborhood Litter Control Plans, which involve comprehensive data strategies and metrics developed with the community to addressing litter and illegal dumping in Philadelphia neighborhoods.
The above flowchart represents the order of operations that the Cabinet is using to holistically address the illegal dumping crisis in Philadelphia. The green arrows signify initiatives that we have already completed, and the blue arrows signify initiatives that are in-progress. These long-term, comprehensive strategies are needed to disrupt the current landscape of illegal dumping in Philadelphia and to sustain these actions into the future.
